Many of mainland China’s military maneuvers and training programs are designed with a war against Taiwan in mind. The most tangible expression of this is the deployment along its southeast coast of over 1,000 missiles aimed at Taiwan. The Beijing authorities are also pursuing a three-stage strategy to develop combat capabilities to ensure victory in a decisive battle against Taiwan by 2015. In the realm of “virtual” warfare, mainland China has implemented an 88 three-pronged strategy that aims to demoralize Taiwan’s military, intimidate and sow dissent among the Taiwanese people, and feign a legal basis for a war against Taiwan. With regard to the latter, in 2005, mainland China’s National People’s Congress enacted the Anti-Secession Law, which authorizes the Beijing authorities to employ “non-peaceful means” to resolve disputes between mainland China and the ROC.
